its not exactly a debate, but do you think we should have something where non-WA members (they probably dont care though), WA members without enough endorsements, or just people who dont think they could write a good proposal can submit ideas for proposals and people could collectively write/edit them and then submit them to the WA? just an idea

Well if you let em submit em here. We see if that is a good endorsement then someone in the region in WA can submit it and we'll see what happens. Not a bad idea. It would give some non-WA members a chance.

I am fairly new to Nation States, a friend told me about it and so I joined up. I consider myself a pretty decent writer and wouldn't mind writing some things up.

Here's one of my ideas for a proposal. A proposal premoting the upkeep of places and areas of national intrest for all nations. These would include national monuments, parks, and places of historical value. In addition, these places should have visitor centers and they should also be premoted so that vistors may learn more about these sites of intrests. This will help premote tourism as well as education among citizens of our nations.

i see you've put up a proposal already! i approved it, although i don't think that it will make it to a resolution because of how its written. first of all, make sure all your spelling is right, and second of try writing it in a more "demanding" way. instead of saying what nations should try to do, make what the proposal wants more definate. so write up a set of laws that it will create.
ex: [similar intro as what it is already like] The Nations of the World Assembly hereby: Define a national interest area as [insert definition] Mandate that all national interest areas have good upkeep Requires that [something else]
etc. Obviously dont use those exact words, but try to format it more like that, so it sounds more official and like a law, than just an idea. You might also want to look at the WA Resolutions that have been passed already. Good Luck!

I was looking at some of the other resolutions when I was writing it. And I did notice it's title was mispelled although I did run the bulk of the rest of it through spell check. I was trying to write it for strength, but it's my first proposal. If it doesn't go well. I'll work on it again sometime.
